To enable journals to limit user comments to certain sections and/or certain articles (i.e., disable for all Editorials, enable for special issues or submissions, etc.), it should be possible for Editors to toggle comments on a per section or per article basis.

If user comments are enabled under Reading Tools, the following options can be displayed:

(1) Journal Sections, Edit
Comments [] Disable user comments for this section.

(2) Article, Summary, Status subsection

If (1) is not set, then
[LINK] Disable user comments

If (1) is set, then
[LINK] Enable user comments
