Once a conference's submission deadline has passed, Presenters can still log in and upload a supplementary file from an active submission summary page. They can also still upload an "author version" of the paper from the Review Page. These two options should be locked down once a conference's submission deadline has passed (which is what happens for editing a submission's metadata).

From John:

- Adding supplementary files should be disabled after the deadline
- Uploading revised versions after the deadline should be available only if the last review decision is a "revisions required"
