Add support for remote URLs as galleys. They will not be fetched and stored locally -- when a reader views it, a redirect will be generated.

It may not make it into the initial release of this feature, but I'm considering adding a checkbox that, when checked, will cause OJS to fetch and index the remote URL.

Alec, galleys aren't indexed by OJS, right?

Mark, yes, galleys are indexed.

However, I'm deferring this feature from 2.2 for now; no major call for it at the moment.
