My opinion is:
(1) The nicely designed step-by-step guidance suddenly stops here, 
which makes me to read the manual again and spend some time to figure out 
what will be the next move.

The journal setup is not a frequent task to perform, so I think it helps
to provide suggestions for the tasks that the users want to do next.

For example, here could provide a sentence to give a hint for the next step: 
Go enroll your users and Provide links to the Enrollment page.

(2) The breadcrumb should be accordance with the path
For example:
