I inadvertently generated multiple Review Rounds (using back button, then Resubmit in Editor Decision, 
while trying to understand whether the designated resubmit version automatically became the Review 
Version, as it should, as the file numbers did not reflect that change.)

1. Need to be able to delete Rounds (after Round 1), with DELETE ROUND link on submissionRegrets 
page (with record kept in Event Log, History)...
Peer Review, Round 2         DELETE ROUND

2. Resubmit button in Editor Decision, Review should also clear Peer Review entries in the Submissions 
in Review table for that submission.

3. CHANGE ON EDITOR DECISION, WITH RESUBMIT FOR REVIEW DECISION...
Resubmit selected file for peer review. [Resubmit]
TO...
Designate Editor or Author Version to serve as Review Version new round of reviews. [Resubmit]
