A patch to add UTF-8 support to ADOdb's MySQL driver was missed in the last
ADOdb library upgrade. This will cause the system to be installed improperly if:
the database server is MySQL, UTF-8 database support is selected during install,
and the MySQL server is configured such that UTF-8 is not the default character set.


Solutions for existing installations:

1) If UTF-8 database support is not needed, change "connection_charset" and
"database_charset" from "utf8" to "Off" in config.inc.php

2) If UTF-8 database support is needed, alter the database tables to UTF-8:

ALTER DATABASE my_database DEFAULT CHARACTER SET 'utf8';
ALTER TABLE articles  CONVERT TO CHARACTER SET 'utf8';
...etc. (altering each table)
