As much of the Reading Tools functionality as possible should be abstracted into
the RT an RTAdmin classes, using pseudo-abstract methods for functionality that
is system-specific and must be implemented in a system-specific RT/RTAdmin subclass.

This will facilitate integration of the RT into other PKP systems.
