Hi Alec, I think it would in a number of ways. The help locale files are currently essentially unsupported and will hopefully be removed in favour of a better solution (see Bug 7678); and I would also be leery of potentially having translators translate a bunch of stuff that would shortly be made obsolete. I'm in favour of closing this in deference to Bug 7678 (which will include storing all help text in translatable locale files in locale/xx_XX/ and lib/pkp/locale/xx_XX/).
