We've been getting a lot of questions from folks who have upgraded to 2.3.3 about why the Reading Tools aren't appearing, even if they have been enabled in Journal Management -> Reading Tools. The reason they aren't appearing is because the block is set to not display by default (in Journal Management Setup Step 5.6, the block is listed in the center/non-display column). A few ways we could reduce confusion: 1) in the Reading Tools Options page (where JMs must enable the RT to begin with) include a warning that the RT block must also be configured; and optionally link to Journal Setup Step 5. 2) On upgrade, automatically enable the block to begin with. This might be tricky, as we have to somehow evaluate whether the block should be set to display on the right or the left. Maybe we could: a) check whether the RT is currently enabled; if so, then b) check which columns are being used in Step 5, and which column is the most full; then c) add the RT block to the most full column.

James, #1 will require a new local key (out of scope for OJS 2.4.2), and #2 is now a >2-year-old upgrade tweak. I'm leaning towards not fixing this. If that sounds dead wrong, please re-open and we'll figure something out.
