Basically, provide an option to flag specific issues to be shown/selectable in the author submission process (probably step 1). This wouldn't necessarily bind the submission to that particular issue, but it would give the editor an indication as to where it could be placed. I imagine that it would be most useful if eidtors could choose, on a per-issue basis (say in the issue data) whether that particular issue could be a selectable option by the author. 32663 alec 2012-12-18 13:25:53 -0800 Would require new locale keys.
